The Constitutional Court of Government and Laws Committee HKU is the first of its kind in a century's history of student organisations at The University of Hong Kong.
Under the principle of separation of legislative, judicial, and executive responsibilities, the Court is the independent and impartial judicial organ of the Committee, established by the Constitution of the Committee to defend itself.
Judicators of the Court are current students of the Programme, who are demonstrably learned and experienced in the Constitution and traditions of the Committee, appointed with the consent of the Senate and the Governing Council. The earliest appointed Judicator automatically becomes the Chief Judicator of the Court, though Judicators may decide amongst themselves who shall be the Chief Judicator afterwards. The Chief Judicator, after consulting other Judicators, may appoint Deputy Judicators to temporarily share the burden of the Court’s workload. While in office, Judicators and Deputy Judicators must not exercise any office outside the Court, be it in the Committee, or in another student body at The University of Hong Kong.
The Court has a supervisory jurisdiction that evinces its obligation to defend the Constitution against assault, and resolve conflicts within the Committee by peaceful and rational means. It has discretion to adopt its own judicial procedures and regulate the remedies it may award.
